Rear folding rack

Hiya, Am I right that the lower folding rack mounts use the number plate holes? Or are their other holes behind the numberplate? I didn't get any mounting hardware with my used rack, so what's best to use? Plain bolts with rubber washers?
Who need's brakes? They only slow you down!

Not sure what type of rear rack you have, but the one I have mounts onto the 2 top number plate holes (just below brake light).

For hardware, I'd be using high tensile bolts (I think they're 6 mm?) with nyloc nuts and quality penny washers on the inside to distribute the load a bit more... With a decent load on the rack there'd be a fair amount of weight on the frame, hence the need for big washers.
